Located in Noble County's northwest corner, Billings was born from the Cherokee Outlet land run of 1893, initially known as White Rock. The town's residents migrated to a new location when the Enid and Tonkawa Railway emerged in 1899, renaming the settlement to Billings after its prominent directors. Although its population peaked at 846 in 1920, by the end of the twentieth century, numbers fluctuated, with 436 residents in 2000 and a slight rise to 509 by 2010. Despite these shifts, Billings persisted, showcasing its heritage through museums and maintaining an active chamber of commerce.
